Because it collects drops of different sizes. Flying Monkey ships pre-roll runs in changing formats, and rather than invent a number we list the line the way the register sees it. The price sticker at the case tells you the size of the specific drop.
What explains the $6.99 to $19.99 spread?
The size of the drop, mostly: a single small pre-roll sits at the bottom of the range and the bigger multi-gram runs at the top. Within one drop the price is flat.
Do I need ID?
Yes: 21 and over with a valid ID at all four counters, and the driver checks again on delivery orders.
